Most any non prepay service you decide to go with will make you buy the phone at the time you activate your service, this is based on the fact a provider cannot activate service without an ESN number or an IMEI number which is linked with the equipment you are going to use. So wether you decide to buy a phone off ebay or from the guy down the street make sure the phone you are buying is compatibile with the provider you select. For one or two hours of peak time per day I do reccommend a post pay service that way you do get a standard set of airtime per month and are not charged a daily fee like prepay service. your stating that your going to use about 120 mins per day that come to 3600 mins peak time in a month..You do the math. And see what works better for you.
I would stay with Verizon as well, but first pick your free cell phone from the link below and then check out available plans. Most plans start at $39 a month with top three carriers(Verizon-450 minutes, At&T-450 minutes, T-Mobile-300 minutes), Sprint and Nextel have $29 plans but I don't know if they cover your area and those plans offer only 200 minutes. T-Mobile offers a 300 minute plan for $29.99 per month. Free weekends. Depending where he lives This could be a great option.
Use Bill Shrink and input your requirements. They will then give you a list of cell providers that best fits your needs.
Buy a pay-as-you-go phone. If you purchase a $100.00 card, it doesn't expire for a year. If you aren't going to use it very often – that's your best bet. You get to avoid those expensive access fees and all of the other stuff phone companies can gouge you with!
And here's a little secret: Even if you have a de-activated cell phone, that you are not paying for, you can still dial 911 at no expense.
Tmobile has the best for price wise and amount… the only catch is… that they DO offer unlimited texting but only during several times of the year, it took me three months of having their service before I could finally upgrade to unlimited for only 10 bucks a month! I text all the time so I needed a ton of messages. I am currently on Verizon but just left Tmobile about a month ago because they didnt have service out in the boonies where I needed it. That is the ONLY bad thing about tmobile is that their coverage is usually limited to cities with a population more than 10,000 people.
Verizon has decent plans for price but I do feel their texting is a bit overpriced… for 20 bucks a month i only get 2500 messages. And DONT waste your money on V-Cast services for music or anything, just buy a data cable for less than 10 bucks and a 1 gb memory card from ebay for like 30 and have all the free music you want on your phone.

Using a US phone with a US company overseas would be ridiculously expensive. Most phones you get here aren't even compatible with the Japanese cellular network anyways. She's going to have to get a Japanese phone and sign up with a Japanese service provider. This isn't difficult, she just needs to ask her fellow marines when she gets there and they can point her in the right direction.
