You can usually get a very good deal on Ebay, I've had good luck there.
You need to do some serious research. In the first place, a "brand" is not a "store." If you want to launch a brand, how many tens of millions of dollars do you have for franchises and permits, and how many more for advertising alone? You you mean you're going to compete with the likes of T-Mobile, Verizon, and AT&T? Hahahahahahahahaha. Look up the annual reports of these companies–they have a larger capital investment than 70% of the COUNTRIES in the world.
So if it's just a store, don't you think you have to pay someone for the right to sell a plan? You're going to compete with Radio Shack? Also Hahahahaha.
How old are you? Do you even know a debit from an asset? What you think of as "resources" isn't even lunch money in that business.
All I can say is I did it that way. I bought my own phone from the internet, took it down to the service providers store in the mall and they had a number hooked up to my phone in ten minutes and because I owned the phone, I didn't have to sign one of the (explicitive deleted) contracts.
I saw the answer above, I pay $40 a month no time limits for minutes and I can quit whenever I want to with no penalty. You can ask before you try, just call the service provider company and say Aunt Martha gave you her old phone, can you use it and how much will it cost.
Ebay has tons of cell phones. Also – on ebay you can filter your results to show only items that my be shipped to your location by clicking on the "advanced" text next to the search field. Scroll all the way down to the bottom of the "advanced" search page and in the "Locations" section you can specify to show only items that can be sent to you.

If you don't already have an ebay account, you should get one – it opens up a whole world of bargains. Just make sure you buy from a seller with a 99% or better rating and over 100 sales. I have never had any problem as long as I have followed those guidelines.

I think you may get a better deal online. I am not sure about shipping/handling though. The benefit of getting in a store is you can test it out and such.
