Yes they do. So being me I asked my cop friends again about it. (it's nice having a local bar that cops frequent)
I was told that often if they are driving on the phone it's on official business and they can't stop just to get an update from the office. As someone else said, sometimes there are things they just don't want put out over the radio.
I've also seen officers pulled over to the side of the road on their cell phones just like the rest of us are supposed to do. I was told those are often the personal calls, and they have a few minutes to talk.
I'm sure that some cheat on this, but then again, most of us are not going to file a complaint over something like that.
Just my thoughts
One thing to correct before I start the answer. This statement isn't true– "We know a metal shield would block any wave transmission.". It blocks some, but not ALL waves (you'll see the analogy in a minute). Now, onto the answer….
CDMA modulation is a fancy way to say that a CDMA signal was put onto a carrier. CDMA signals are higher in frequency than human voices, but the principals are the same. An easier way to think of it is just like people talking, because a CDMA signal works like a soundwave.
When I talk, I force air out of my mouth and I modulate English onto the soundwave. If I'm talking thru a wall, or metal, or whatever, I have to force more air out for you to hear it on the other side. The rule is– the bigger the barrier, the louder I have to shout to be heard.
Notice that it doesn't matter that I speak English to be heard thru the barrier? I could speak French, or Russian, and they won't help me be heard, either. What's helping me be heard is the FORCE that I use, with the air out of my mouth, to be heard thru the barrier.
In the same way, it's the phone & cellsite that are talking to each other. The greater the barrier between them, the greater the force they'll need to be heard. CDMA is just the language they use, and TDMA and GSM are just other languages.
That should answer your question, but just in case you're also asking how CDMA works, I'll throw it in, too.
CDMA is Code Division Multiple Access, and that just means Multiple phones can access a cellsite, and they are divided by Codes.
When a CDMA phone starts up a call, it's assigned a code for the duration of the call. A cellsite talking to phones in it's vicinity works like a teacher talking to students in a classroom. For this analogy, cellsite=teacher, and student=cellphone. It works like this:
The teacher talks all the time without stopping. The teacher will structure every sentence with a student's name in it. The teacher can hear all the students at the same time.
The students are always talking to the teacher, and they're ONLY paying attention to the teacher's sentences that have their own name in them.

You know i agree with you i am a student as well and just like you we have a policy that doesn't allow cell phones. I mean not even during nutrition or lunch i mean our free time i think we should do with that time whatever we want. Just like mp3's or ipods what it so wrong aobut them during our break time. I mean when it comes to an emergency that is the reason we have them in the first time.

It depends on the SIM card. If it is TMobile you buy a refill from TMobile. If it is AT&T you buy it from AT&T and so on. You can also register your phone on their website and eventually recharge it online.
I have bought phones from eBAy and SIM cards and they work fine most of the time.
